I want to thank my colleague Eduardo Girão, a brilliant Senator here in this Chamber, one of the most courageous and valiant who have ever served in this Chamber, and also a great personal friend.
I wish success with your projects there in Ceará, Senator.
I speak today about the public hearing I held in the Infrastructure Committee.
We invited representatives from Copel, the energy company from Paraná, recently privatized.
We also invited representatives from Aneel and leaders of the productive sector, such as the Federation of Agriculture of the State of Paraná (Faep), Ocepar and, likewise, Fiep (Federation of Industries of the State of Paraná), in addition to the National Consumer Secretariat.
What was the reason for holding that hearing?

Complaints about the electricity supply in the State of Paraná are growing and multiplying: interruptions and frequent power outages, and an increase in the time required to reactivate and restore the electricity supply.
By pure coincidence, this past weekend I was in Cascavel, Paraná — which is in western Paraná — a thriving city.

And, that same weekend, several neighborhoods in Cascavel were left without power and there was a significant delay in the restoration of electricity.

I will give an example: a large packaging company — located in Ponta Grossa, Senator Girão, Tetra Pak, one of the largest in the country — told us that it experienced interruptions on average five times per month this past year and that, considering the interruptions it suffered in 2025, it was equivalent to being without power for 14 days.
Note that we are not talking here about a modest town in the interior, which also has the right to quality, uninterrupted power supply, but we are talking about the fourth largest city in the State of Paraná and very close to the capital, Curitiba, which is the city of Ponta Grossa.
Tetra Pak was able to forward to us, via the Ponta Grossa Commercial Association, this information about the damages it has been suffering.
And it even managed, as was revealed, to have a prior contact with Copel to try to resolve its problem, but what of the small companies?
What of the small and medium farmers?
What of the consumers who are suffering constant drops in the electricity supply in our state?

There are also objective data provided by Aneel and by Copel itself that there was an increase in the average time to restore electricity, with particular emphasis on the average preparation time; these figures went from 4 hours in 2024 to 6 hours 45 minutes, according to data collected by Aneel.
But, in my view, these figures are quite generous compared to reality, because the business leadership entities presented much more disturbing data about the time and delay in the restoration of electricity supplies.

In this context, in which there is widespread dissatisfaction with the quality of service provided by Copel, it was reported that it has petitioned Aneel for authorization for a tariff increase of about 26.7% on the electricity bills of Paraná residents.
