I also want to warmly greet Dr. Fernando Máximo, Federal Deputy from my State of Rondônia, a great leader who has a tremendous future in our state.

The STF (Supreme Federal Tribunal), a court that by the Constitution should be the guardian of the law and the balance between the Powers, lamentably has taken on the contours of a court of exception, moving away from the limits imposed on it by the democratic rule of law.

It is increasingly evident — and we cannot ignore this — that there is an erosion of the most elementary principles of criminal procedure, among them due process, broad defense, adversarial proceedings, the principle of the natural judge, the legal institutes of impediment and suspicion, abandoned long ago, institutes that ensure impartiality of the adjudicator.

All of this has been set aside. Due process is not a constitutional ornament, it is the backbone of the Justice system.

It is what guarantees every citizen, whether we like their opinions or actions or not, the right to be tried by an impartial judge, in observance of procedural rules, with due respect for broad defense and adversarial proceedings.

What we are witnessing in the STF, however, is the concentration of powers that should alarm everyone: a justice initiates the inquiry, investigates, brings the accusation, judges, imprisons and even claims to be a victim.
