If there were even the minimum of integrity in the State — and it is not a decision of the governor, it is not a decision of the mayor or chief executive — it has to be a professional system, even so the chief executive is shielded.
It was not rare that I, as mayor of the city of Rio de Janeiro, at a certain moment, had the integrity body say, look, this person will not be appointed to the secretariat.
because he has such a history.
There is a reputational risk for your government.
And then the political agent who might have been nominating that person would come to me.
They would say, look, I regret it.
I would even like to accept your nomination, but the professional integrity system prevents me from doing so.
