Senator Izalci, Acting President, dear Senators and Senatoresses, I must speak about the issue of public security, which is a recurring theme here in our country.

When I was Minister of Justice, I sent to this House the anti-crime bill, which significantly toughened criminal and criminal procedural legislation with respect to gang members, white-collar criminals, and violent crime in general.
At that time, in 2019, we encountered fierce opposition from the PT's base and from the parties allied with it.
They simply did not want tougher criminal legislation.

Already in this legislature, now as a Senator, the Government has always been resistant; the Government's base has always been resistant to tougher criminal legislation.
I can give an example that became notorious: the bill—the law that was later approved—that ended the temporary furloughs of prisoners on holidays.

That bill passed in this House. I presented an amendment that, in my view, was important to ensure its approval, because there was resistance, but even so there was always a Government position against tougher criminal legislation, so much so that Lula himself vetoed that bill.

So, the public security agenda belongs to the opposition and is not really that of the Lula Government, which has always been against any kind of hardening, whether when it was in opposition to the Government I was part of, or afterwards, now with the Government in the hands of the PT itself and Lula.
And nothing illustrates this fact more than Lula's unusual reaction when the U.S. government, at the request of Senator Flávio Bolsonaro, designated Comando Vermelho and the PCC as terrorist organizations.

Let's be realistic: this designation will make life more difficult for these organizations, especially regarding international money laundering, and also with respect to keeping their criminal assets—the wealth accumulated by these organizations—safe from confiscation; that is, it will facilitate investigatory and criminal prosecution work against these organizations.
