There are 19 objectives, it's a huge document and I think it's worth sharing a bit about where we want our Brazilian education to be in 10 years.
And it's important to say, folks, that it's not that we're going to do nothing for 10 years and then, magically, our education will be on a different level.
It's a growing trajectory.
So we focus on where we'll be in 2 years, in 5 years, in 10 years, but the truth is that we are proposing a structural change in Brazilian education.
Let's start right from the beginning so we can talk about some examples.
What we put forward there is that every Brazilian family looking for a spot in daycare will have that spot guaranteed.
This is a paradigm shift for those with children aged 0 to 3.
When we talk about literacy, the paradigm we used until now was to have 100% of children literate by the third year of primary school.
We listened to scientists... People who work in child development, people who work in education, and we understood that the right thing is to set that target at the second year; otherwise our children aren't making the best use of their development.
When we talk about full-time education, we have a goal there... over the next 10 years to ensure that 50% of students are in full-time education, and that 50% of those who finish high school, our young people, also have technical training.
When we look at youth and adult education, we point out that it's an area where we're very behind, that 20% of those over 18 who haven't completed basic education will have to have completed it — they will have to be in youth and adult education.
We have a specific goal, several for teachers, for educators, but one of them that we'll need to look at is salary appreciation.
Bringing teachers' salaries closer to professionals with the same level of education.
I'll stop here because there are more than 50 goals.
But just to give people a taste of what the National Education Plan (PNE) is about.
And I think what's even more important than memorizing what those milestones are is for us to ask, 'Okay, Tabata, did you go deeper into each area?'
Education for those with ASD, autism spectrum disorder, education for the deaf, postgraduate education — it was six months of very intense work.
But what will guarantee that this PNE will be fulfilled?
Because the others weren't.
What will ensure that this plan will be implemented?
And that's where perhaps the big novelty of this National Education Plan comes in: a whole governance system we designed that didn't exist until now.
And to simplify: monitoring.
We won't wait 10 years to answer the question, did we move forward or not?
Did we improve or not?
Every two years, the whole country.
The press, society, city councilors, oversight bodies will receive the data for each municipality, each state, for the Union, to understand whether your municipality, your city is progressing.
Is it on the trajectory we expect?
And we'll look at these more than 50 goals, for the more than 5,000 municipalities, just to give an example.
But it can't be just measuring.
There has to be accountability.
So, every two years, the President of the Republic, the governors and the mayors will have to account for their education.
If they've advanced, great.
If they haven't advanced, why not?
How are they going to change that course?
And then the third big innovation — but we'll talk about it in a minute — is the issue of financing.
It's the first time that the National Congress agreed to calculate... what percentage of GDP has to go to education for us to be able to reach these goals?
