I bring just a brief announcement that is of great importance to the State of Minas Gerais, to all of us, men and women from Minas Gerais.

I have just left a meeting with Minister Fernando Haddad, Brazil's Finance Minister, accompanied by the Government Leader, Senator Jaques Wagner, to discuss a matter that was still pending but in which, fortunately, we were able to obtain a determination from the Ministry of Finance, concerning a very significant loan from the NDB, the development bank linked to the BRICS, chaired by former President Dilma Rousseff, which allocates to Minas Gerais, through the Bank of Development of Minas Gerais, US$200 million for the Bank of Development of the State of Minas Gerais to apply in municipalities of Minas, especially in small and medium-sized municipalities, in projects specified for the well-being of the populations of each of those municipalities, and also for small and micro-entrepreneurs.

It is a very large, very significant sum, resulting from a manifestation of political will, as well as, obviously, technical criteria, on the part of former President Dilma Rousseff, who is a native of Minas and who took care to secure this achievement in favor of our state.

So, my recognition and my thanks to former President Dilma Rousseff and also to the board of the Bank of Development of Minas Gerais, who participated in the meeting this afternoon — both President Gabriel and Director Edmilson — who were there with Minister Fernando Haddad to ensure approval by the Ministry of Finance, now pending the dispatch from the Chief of Staff's Office to this Federal Senate, when we will certainly approve this loan — very important, I repeat — for the State of Minas Gerais.

I note that we have now approved a bill that concerns the State of Rio de Janeiro regarding municipalities that have semi-arid characteristics and therefore need to be benefited, recalling that, some time ago, we included 81 municipalities from Minas in the Sudene area — in addition to those already included, other municipalities, especially in the Governador Valadares region — which were greatly benefited by this initiative of the Brazilian Parliament.

At the time there was a presidential veto, which was overturned in a session of the National Congress, ensuring that those 81 municipalities would benefit from inclusion in the Sudene area and, consequently, from access to more advantageous public policies.

It resulted in a reduction of the rate from 20% to 8% for small and medium-sized municipalities across Brazil, especially in Minas Gerais, which is the state with the largest number of municipalities in the Republic — 853 municipalities.

This was very important for the finances of those municipalities in Minas and throughout Brazil, particularly in 2024, when they were able to close their accounts, and it allowed municipal public policies to be implemented thanks to those savings on the social security contribution, arising from this Senate bill.

It also adds to a structuring project, also authored by this Federal Senate, which is Propag (Program for Full Payment of State Debts), which is very important for the State of Minas Gerais, one of the most indebted states of the Republic, and which now, through Propag — through a complementary law passed in the Senate, also approved in the Chamber of Deputies and sanctioned by President Lula — allows us to have a more appropriate, more palatable, more reasonable negotiation with the Union, with a very considerable reduction in the interest on that debt, permitting a broader negotiation, including the use of state assets to pay that debt.

So, I merely want to say that, in this House of the Federal Senate, I share all these actions with my colleagues Senator Carlos Viana and Senator Cleitinho, and those who were with us earlier, Senator Antonio Anastasia and Senator Alexandre Silveira, because it truly took dedication for us to reach a solution to the debt of the State of Minas Gerais, which matters to the municipalities; to obtain a reduction in the payroll social security contribution; to secure the inclusion of municipalities in the Sudene area; and, now, to have municipalities favored by this very sizable loan, stemming from an initiative of President Dilma Rousseff at the head of the BRICS Bank, with the allocation of BDMG resources for small and medium-sized municipalities and for small and micro-entrepreneurs in the State of Minas Gerais.
So, that was just a note of thanks and of information.

And I very much hope to have the solidarity of all Senators when this loan arrives here, so that we may approve it as quickly as possible, because time is pressing, and the needs of Minas Gerais are very great and require the political unity of all of us in order to be effectively met.
