About: improve the tax administrative process
President Davi Alcolumbre, actually, this is not about being added to the list of registered speakers, but a point of order to Your Excellency to make a request — and I also ask the attention of the Secretary-General of the Board, Dr. Danilo Aguiar — because, in 2022, during my Presidency of the Senate, I established a Commission of Jurists within the Senate to draft ordinary bills and complementary bills relating to the administrative tax procedure in Brazil.

About: improve the tax administrative process
It was even a suggestion at the time from the then President of the STF (Supreme Federal Tribunal), Minister Luiz Fux, so that we could improve, standardize, debureaucratize, and defend taxpayers in the administrative tax process.

That Commission of Jurists was instituted. Its presidency was entrusted to Minister Regina Helena Costa of the STJ (Superior Court of Justice).

About: improve the tax administrative process
The reporting was carried out by the jurist Marcus Lívio Gomes, from the State University of Rio de Janeiro, and it was composed of several jurists highly knowledgeable in tax law, tax procedure and administrative law.

And they delivered to us, at the time, President Davi, some ordinary bills and two complementary bills.
About: improve the tax administrative process
The first complementary bill was PLP No. 125 of 2022, which I presented, approved by the Senate and the Chamber, and already sanctioned by President Lula, culminating in Law 225 of 2026, which is the Taxpayer Protection Code, and which also provides for combating recalcitrant debtors in Brazil.
About: improve the tax administrative process
This bill had great repercussion; its enactment into law ended up being very useful to Brazil in combating recalcitrant debtors.

And, together with that complementary bill, there was another complementary bill, No. 124 of 2022, which was approved in the Federal Senate under the rapporteurship of Senator Efraim Filho, and there was broad support from the Senate Plenary for its approval on that occasion.

Forwarded to the Chamber of Deputies, President Hugo Motta took steps to secure its approval, under the rapporteurship, if I am not mistaken, of Federal Deputy Lafayette de Andrada, from Minas Gerais; and, approved in the Chamber of Deputies, it returns to the Federal Senate.

About: improve the tax administrative process
So we face the following reality: a bill that has already been approved by a large majority in the Senate; was duly approved in the Chamber of Deputies; and, at this moment, what remains, on the part of the Senate, is the assessment of the contributions made by the Chamber of Deputies.

This bill received Your Excellency’s dispatch forwarding it to the Constitution and Justice Committee and to the Economic Affairs Committee.
About: improve the tax administrative process
I would then — and here comes the request, President Davi Alcolumbre — considering that we have already approved PLP No. 125, with PLP No. 124 still remaining, in addition to the ordinary bills, which are following their own course, to raise the possibility of forwarding, not this week, but with predictability at the College of Leaders, so that everyone can contribute to this consideration, its direct submission to the Senate Plenary, considering that it has already been approved by the Senate and by the Chamber.
About: improve the tax administrative process
Only a few amendments made in the Chamber of Deputies remain, under the rapporteurship of the same Senator who reported it before, Senator Efraim Filho, counting, naturally, on the understanding, collaboration and acceptance of President Renan Calheiros of the Economic Affairs Committee, and of the President of the Constitution and Justice Committee, our dear Senator Otto Alencar.
About: improve the tax administrative process
So, I would like to ask the Secretary-General of the Board to, at the College of Leaders, make this suggestion, at my request as the formal author of this bill, so that we might see it approved.
About: improve the tax administrative process
It will be a great contribution to the Brazilian tax system, above all because it further strengthens the defense of taxpayers in that relationship, which is sometimes very unequal between the State and the taxpayer.
About: improve the tax administrative process
That is, therefore, President Davi, counting on your understanding, my special request. Thank you very much.
