   I want to relate an experience I had last week, when I visited in my state Rio Bonito do Iguaçu, a town of just over 10,000 inhabitants, which was tragically hit by a tornado — a climatic phenomenon we are not used to seeing here in Brazil — and this tornado ended up destroying much of the town.

   I was there on site and had the opportunity to see the houses and buildings destroyed, in a scene, Senator Confúcio, of destruction that I had only imagined...

   I had only seen it in films; it looked like a bombed-out city.

   Although the tragedy was great — there were six fatalities in the city of Rio Bonito and another fatality in the city of Guarapuava, which was also hit with lesser intensity by this tornado — what struck me most was the population's spirit of resilience: the population was already organizing to rebuild the town — and there is a very significant presence of volunteers from across Paraná and likewise from all over Brazil, also assisting in that reconstruction.

   Perhaps what struck me most was the feeling — the perception — among the population that, although they had been victims of an unexpected tragedy, it could have been worse.

   And indeed, if the tornado had hit the town a few hours earlier, it would have struck the public schools while they were in session, and those schools were all destroyed in the town center.

    Of course six deaths are already a tragedy in themselves, but within this scene of destruction the perception that, given the scale of the disaster, the number of victims could have been higher — and was not — is a positive aspect to be noted, in addition to all the dedication of volunteers helping the town and also of public agents: we saw there the dedication of the Paraná military firefighters, the city's Civil Defense, health agents, public security agents, with the most diverse responsibilities, all already working on that reconstruction.

    I went there, visited the town, and I must say I was very impressed with Mayor Sezar, the town's mayor, a man experienced in public life who was walking about vigorously, over the rubble, speaking with residents to seek support and also to provide them with the means to carry out that reconstruction.

    And I am certain that, based on what I saw, on the resilience of the population of Rio Bonito do Iguaçu, on the dedication of the public officials who are assisting in the reconstruction, and on all the volunteers from Paraná and from all over Brazil who are there working to help rebuild the city, Rio Bonito will rise again, and will do so strongly, to prove once more that a city is not made of bricks but of people, and those people remain active and hopeful for a better future.
