It is a model hostile to merit; it is a model that seeks to correct, after the fact, a real problem that exists, which is in Brazil's public education.

Being a friend of merit is selecting those children who are in those public schools and offering them a good education, creating methods and processes to qualify who are the principals of the best schools, who are the best teachers, giving bonuses to them and going after those talented children, who will be, for example, in any classroom there will be 2 to 3% who will be capable of passing a major vestibular.
