Sérgio Moro: And this fraudulent scheme was being used, as revealed by last week's operations, by organized crime. Therefore, an excellent bill, Senator Efraim, in good hands not only because of your expertise in tax matters but also because of your firmness; I also wish to highlight the work done by Senator Veneziano on a similar bill, so that these rules are approved and come into force in a serious manner.
Sérgio Moro: I would not say that these rules concerning the habitual debtor favor the tax authority.
They are, indeed, favorable to companies, for the preservation of fair competition.
Sérgio Moro: There is, of course, a concern on the part of the business community that these rules could be used improperly against regular debtors, those who may, on occasion, wish to discuss their debts in the normal way with the institutions competent to do so, but I believe the work done by the Rapporteur provides the necessary safeguards, and later, in the application of the law, we may eventually introduce new rules depending on how it is applied in the future.
