Marcos Rogério: This precisely represents a break with what the General Law of the Agencies intended and proposed: autonomous agencies, in terms of their decisions and their functioning.
But, when the budget is lacking, that autonomy ceases to exist in practice.
Marcos Rogério: It was precisely in this context that PLP 73, of 2025, authored by Senator Laércio Oliveira, came forward, bringing a legislative solution to provide a structured solution for all the agencies.
