Kim Kataguiri: So, we are already so behind and we sabotage ourselves so much, we put so many shackles on our own feet, on our own hands, that we condemn ourselves to underdevelopment.
Kim Kataguiri: What this bill does is, basically, give the Ministry of Agriculture — as is done in practically most developed countries — the authority regarding the cultivation, breeding, husbandry, transport, processing and commercialization of species used in productive activity, leaving this technical criterion to be evaluated by the Ministry of Agriculture.
There is nothing in the world parallel to what we have, an agency that should only make a list — as it has always done and should continue doing — about what is an exotic species and what is an invasive species.
Kim Kataguiri: It is important for us to have that technical opinion.
Kim Kataguiri: Now, that opinion does not have legal power, it should not and never did — it only started to have it now, with the Lula Government — to be used by Ibama to prohibit cultivation, to prohibit processing, to prohibit the breeding of species that only generate employment and income for our country, including the case I already mentioned of tambaqui, which is Brazilian and for which a restriction is being discussed to breed it in Brazil, and a restriction on tilapia reproduction, which affects mainly small producers.
