Pé de Meia is a savings account that is opened in the young person's name when they enter high school.
It's a program aimed at those from public schools, who are in public high school and are on the CadÚnico, that is, young people whose families are low-income.
This is a bill I introduced five years ago.
At the height of the pandemic, when I saw more and more young people dropping out of school to help at home because of unemployment, hunger, all that we went through.

to ask myself what is the most effective way for us to ensure these young people will face these difficulties and keep studying, won't give up.
And many countries had already tested a program similar to Pé de Meia, which is this savings account.
For each year the young person completes of high school, the government deposits one thousand reais.
But the young person cannot access it.

if they take an entrance exam, there's a bonus,
an extra incentive, they can access that savings account.
So that's why it works, because it encourages attendance, for the student to pass the year, to take the entrance exam.
And then this bill became reality.
It's been a little over a year.
I started its approval when it was still the previous government, but President Lula embraced the project.

And then in that tense moment we talked about... It's one of those things I see about the polarization that saddens me a lot.

When we approved Pé de Meia, I'm the author, but people from all parties saw that the idea was good and embraced it.
The bill was practically unanimous.
And since we were already at the end of the year and had already voted on the next year's budget, the Congress as a whole, with the votes of the PL — it's important to say that — approved authorization so that, just that year, an exception would be made and Pé de Meia would be paid.

After that, some months passed, some deputies from the PL, especially Deputy Nicolas Ferreira, started to see that the program is a success, because in fact young people are signing up for entrance exams, studying more, passing the year, dedicating themselves, and he saw there an opportunity to weaken the Lula government.
And then those deputies, especially from the PL, went to the Court of Auditors to say that what had been done was wrong.
