President, I cosigned this PDL 845 and I am glad that a positive result was reached, not with the vote, but with the amendment to the decree that caused the problem.
I also join the compliments made here to Senator Flávio Arns and his team, who led this negotiation with the Federal Government.
I just wanted to make a note because I follow this matter closely.
My wife, Federal Deputy Rosangela Moro, worked for more than ten years as National Prosecutor of the Federation of APAEs and from time to time this question of funding and resources for education directed to people with disabilities arises; those who argue, for example, that it would be impossible to have funding and resources for special schools or institutions.
This decree issued by the Executive Branch, now revised, is yet another example of recurring attempts, which appear from time to time, that end up seeking to impose this restriction without understanding the context of educational need and the need for special services for people with disabilities.
President, I just wanted to draw attention to one aspect, because this issue is recurring; it appears from time to time, there is an attempt to restrict funding and resources for schools or institutions intended for people with disabilities, in a view that there could be no special school or special institution — a view with which I disagree.
And, in this regard, to try to resolve this issue definitively, there is PEC 52, which is under the rapporteurship of...
(The bell rings.) ... Senator Mara Gabrilli, to whose report we presented a proposed amendment to the text, because today the objective was to resolve this issue definitively.
It was the one that passed in four deliberation sessions, it was due to come to the fifth and then it was removed from the agenda.
Perhaps we could consider resuming that PEC, so that we can enshrine in the Constitution the right to inclusion, which is provided for in the PEC, but also the possibility of providing services to people with disabilities in specialized schools and institutions, because there are complaints from APAEs and other entities that, from time to time — now this decree was resolved, but from time to time this problem reappears.
And so, by putting it in the Constitution definitively, we end up encompassing this right claimed by these entities.
So here is my suggestion of a conversation...
(Sound interruption.) ... to possibly resume the vote on this PEC and also consider the amendments we presented.
By the way, I submitted a proposed amendment, which was cosigned by 40 Senators, for a slight alteration of the text.
