Note of condolence on the death of Isaac.
The death of the young Isaac Augusto e Brito Vilhena de Moraes, only 16 years old in Brasília, imposes on parliament and society the duty to revisit sensitive topics such as the age of criminal responsibility and the period of internment for juvenile offenders.
Just to provide context, this minor had just been released; he was on provisional release.
For having committed the crime of drug trafficking and, very shortly thereafter, he committed a homicide.
The current legislation, Law 8.069 of '90, the ECA, establishes a maximum limit of three years for internment, regardless of the severity of the delinquent act.
Such a limit, conceived more than three decades ago, today proves disproportionate in light of the complexity of contemporary crimes.
Bill 216919, authored by me, proposes extending the period of internment to allow longer reeducation processes and reduce recidivism.
Meanwhile, Bill 1473 of 2005, for which I am the rapporteur and authored by Senator Fabiano Contarato, seeks to adjust criminal liability and the treatment of serious crimes.
Committed by adolescents, updating the Penal Code and the ECA in favor of collective security.
Considering that the legal order already recognizes electoral capacity at 16 years of age, it is coherent to reexamine criminal impunity in the same age group, with constitutional safeguards and a focus on proportional, rehabilitative measures.
Isaac's memory must serve as a turning point.
For a responsible debate, not of vengeance, but of responsibility, coherence, and social justice.
And note that this is not — in this our note of condolence in memory of Isaac — something we are doing in the heat of the moment, because for decades this is a problem we have been kicking down the road; Congress has failed to take a stand; we have been seeking alternatives to extend the period of internment for minors.
To provide treatment as close as possible to that of an adult.
And the reality is that they hide behind their chronological age to commit this type of crime.
The same ruse is used by criminal organizations when they try to make minors responsible for crimes that they, adults, orchestrated.
At least, I do not know the exact year of that barbaric case of the murder of Liana Friedenbach and her boyfriend.

Those who are against put forward precisely this false argument that we cannot discuss a certain matter because of the heat of the moment, emotion, and the impact of society's outrage at yet another barbaric crime committed by a minor.
So, it is not something new and it is something that, as long as we do not face it, society will continue to demand of the National Congress.
Something along the lines of moving toward the effective punishment of adolescents who commit crimes that shock society whenever they are committed.
This has been happening in recent decades.
