Sérgio Moro: Of course a good portion of judges get it right; many judges act with rigor and keep people arrested in the act detained when necessary, for crimes that indicate danger or a propensity to reoffend.
But, in many cases, people who should not be are released, such as that murderer of the pregnant woman or — what happens a lot in big cities, but also in small inland towns — repeat offenders.
Sérgio Moro: People who are often arrested in the act for minor offenses — for example, theft of a cell phone — but, released at custody hearings, soon return to delinquency.
Sérgio Moro: It has even become anecdotal, including, the case in Rio de Janeiro in which a criminal was arrested for theft from a residence and was released by the judge.
