It hires a contractor who builds a house; we were discussing with the construction sector, with construction workers from Pernambuco, and they said that what the government spends on a contractor to build a house... If it were us workers building it, it would be half the price, if not less.
Samara Martins: But one must guarantee the contractor's profit.
Samara Martins: So why can't the government itself create these work fronts where the people build the houses, ensure city infrastructure, where the people even do the planting and ensure the feeding of our people, so as to guarantee that this money is invested in our own people?
