Marcos Rogério: PEC 22 of 2025 addresses a basic point: a truck driver should not be punished for failing to do what the State was unable to do and provide.
We all support mandatory rest. That represents, means safety for everyone – for the truck driver and for road users – but the reality of Brazilian highways is totally different from that abstract world that the Executive Branch and, sometimes – many times – even the Legislature construct.
Marcos Rogério: The reality of Brazilian highways is that there is no adequate infrastructure for stopping and resting.
Marcos Rogério: And yet, today, the driver is cited, is fined.
