Marcos Rogério: We need an effort to modernize penal legislation.
A tougher, more up-to-date legislation, connected to today's reality — and not to the reality of 40 years ago, 30 years ago — because crime has modernized.
Marcos Rogério: Legislation proves outdated in some respects and the State's operational force proves insufficient to guarantee the security that Brazilian society needs.
Marcos Rogério: So, I would like to praise the initiative of this bill and say that the pact for public security in Brazil must be a pact of all: of the municipality, which has public policies in the day-to-day life of the population and which needs to provide them; of the states, the federative units, which need to do the work, the homework, with ostensive policing, yes, with the judicial police, the civil police, yes, with the prison police, which cares for the penitentiaries, yes; but also with assistance policies, with service policies, the provision of services, which is fundamental.
