We need an effort to modernize penal legislation.
Marcos Rogério: A tougher, more up-to-date legislation, connected to today's reality — and not to the reality of 40 years ago, 30 years ago — because crime has modernized.
Marcos Rogério: Legislation proves outdated in some respects and the State's operational force proves insufficient to guarantee the security that Brazilian society needs.
