Marcos Rogério: And so we are today faced with what we call narcoterrorism: criminal organizations that have established themselves, become interconnected, centralized their leadership, and today are in the four corners of Brazil, terrorizing society.
So, this bill goes in the direction of addressing a problem.
Marcos Rogério: But it is a much larger problem, one that has connections, that has ramifications, and today society sees itself imprisoned, in fear, because the State made itself absent.
Marcos Rogério: We need an effort to modernize penal legislation.
