Marcos Rogério: So, Mr. President, Law No. 13,848, the so-called General Law of the Agencies, consolidated that choice: fixed terms for agency directors; technical, decisional, administrative and financial independence.
Marcos Rogério: The law was clear: the regulatory agency is not an arm of the government in office, it is a State body; but there is a contradiction that needs to be stated clearly.
The law guarantees autonomy, but the budget can deny it.
Marcos Rogério: Therefore, it is a non-existent autonomy, because it has autonomy to decide, but, when it lacks a budget, it cannot fulfill its institutional mission.
Marcos Rogério: Today, we had, in the Commission on Infrastructure, the presence of the director-presidents of the agencies.
