It is also outdated legislation, but today what stalls Brazil are the interpretations — the rules of a Conama-like body that are disconnected from the national interest, that are even at odds with the law enacted in Brazil.
Marcos Rogério: And we need to point this out: it is the National Congress that legislates, it is the President of the Republic who sanctions or vetoes.
Marcos Rogério: Everything is within constitutional rules. This Environmental Licensing Law approved by the National Congress is a balanced law; it is a law that respects sustainability in Brazil.
