Marcos Rogério: An abrupt reduction of resources can affect inspections, oversight, technological systems, process analyses and other activities indispensable to the agencies' functioning.
Marcos Rogério: Additionally, the limitation of activities can generate higher economic costs in the future, because the discontinuity of inspections, technical analyses and processes tends to accumulate administrative liabilities, delay decisions, increase litigation and later require higher budgetary efforts to restore the lost operational capacity.
Regarding Amendment No. 4, from the CI, I understand that it improves the original text, because it avoids controversies about the separation between support activities and core activities.
Marcos Rogério: Regulatory activity depends on technological, administrative, legal, logistical and operational structure without which the very final function is harmed, which is why I maintain its acceptance.
Marcos Rogério: Thus, I understand that the approval of this PLP strengthens the institutional autonomy of the regulatory agencies, preserves the continuity of their activities and contributes to regulatory stability, without contravening the constitutional regime of fiscal responsibility and acting in an economically responsible manner by avoiding the costs of discontinuity.
