Marcos Rogério: It is for the Plenary to consider the matter on this occasion in substitution of the Committee on Economic Affairs, especially regarding constitutional, legal, procedural, legislative technique, economic and financial aspects — originating attributions of the CAE, pursuant to arts. 97 and 99 of the Internal Rules of the Federal Senate.
Marcos Rogério: The matter falls within the field of the Union's concurrent competence to legislate on financial law, pursuant to art. 24, item I, of the Federal Constitution.
Moreover, since it involves an amendment to the Fiscal Responsibility Law, art. 163, item I, of the Federal Constitution also applies, according to which a complementary law shall provide on public finances.
Marcos Rogério: The Union, in this context, has competence to issue general norms on the matter, pursuant to art. 24, §1, of the Federal Constitution.
Marcos Rogério: Parliamentary initiative is also legitimate, since the project does not deal with matters reserved to the exclusive initiative of the President of the Republic.
