Kim Kataguiri: This discourages consumption, obviously, because taxes become more expensive, and, at the same time, it mainly penalizes the poorest, who consume the majority of their income, because there is nothing left to invest, nothing left to save.
Kim Kataguiri: So any tax-cut bill that does not present the estimate of revenue foregone and, at the same time, the source of that spending, is either an increase in debt, or an increase in inflation, or an increase in taxes for other productive sectors.
Mr. President, this bill is a mockery. Look, we are saying that a political party will be able to parcel its debts over 15 years — 15 years of debt installment for a political party — and will only need to start paying one year after the conviction becomes final.
Kim Kataguiri: No ordinary citizen, no company has the condition, the right to be able to pay only one year after the conviction and still parcel it over 15 years, with public money, with money from the electoral fund, with money from the party fund.
Kim Kataguiri: Furthermore, you cannot punish the political party, prevent it from contesting the elections, in case of irregularities in its accounts.
