Flavio Bolsonaro: The penalties for homicide are increased here. The figure of qualified resistance is created, for those criminals who use, for example, barricades to prevent the access of the police, of ambulances, and, in short, of public services to a given community.
Flavio Bolsonaro: So, it is a set of measures that, once transformed into law, I am convinced, will keep highly dangerous criminals imprisoned for much longer and is also providing the legal certainty necessary for judges to ground their decisions, with heavier penalties for these violent criminals.

Flavio Bolsonaro: I will contact the President of the Chamber of Deputies, Deputy Hugo Motta, so that he also speeds up the vote on this bill in the Chamber, in line with what the Chamber has already been doing, putting on the agenda, as a priority, those bills that deal with public security, because this House has the obligation to give this positive response to society.
Flavio Bolsonaro: Finally, I want to thank all public security professionals, the heads of the Civil Police of Rio de Janeiro, the commanders of the Military Police, the magistrates who act in the criminal sphere, all who contributed to the drafting of this comprehensive bill, which was not moving forward, believe it or not, because many initiatives here in the Federal Senate that deal with amendments to the Penal Code, the Code of Criminal Procedure, in short, all ordinary legislation in the criminal sphere, many of those bills had been attached to a bill by Senator José Sarney, which deals with a broad reform of the Penal Code; therefore they were appended to it, and the bills did not move forward.
