Dear Brazilian men and women, good evening.
Over the past months, we have worked intensively to develop a set of proposals that reaffirm our commitment to a fairer and more efficient Brazil.
This is not an isolated effort of President Lula's government, but a joint construction that seeks to ensure lasting economic and social advances.
Today, we have clear signs that we are on the right path.
Brazil has not only recovered lost time and ground, but has returned to its prominent place in the world, among the ten largest economies.
Now, we are growing consistently with a GDP above 3% per year.
Unemployment, which punished our people in the previous period and put millions of families below the poverty line, is now among the lowest in our history.
More families are once again enjoying decent income and work.
We ensured real adjustments to the minimum wage and increased the income tax exemption threshold for those earning up to two minimum wages.
Programs such as Minha Casa Minha Vida and Farmácia Popular have received a new impetus.
And new programs like Pé de Meia, Desenrola and Acredita were launched to combat school dropout.
to help people recover access to credit and to support those who want to become entrepreneurs.
The fight against privileges and tax evasion has allowed us to improve public accounts.
If in the recent past the lack of tax justice maintained privileges for the richest, without advances in income redistribution, now we collect taxes in a fairer and more efficient way.
We comply with the law and corrected distortions.
This was the case with the taxation of funds in tax havens and exclusive funds of the super-rich.
But we know that great challenges remain.
In the face of the external scenario, with armed conflicts and trade wars, we need to take even better care of our house.
That is why we are adopting the necessary measures to protect our economy.
By doing so, we will ensure stability and efficiency.
And we will ensure that the advances achieved are protected and expanded.
We have already restored real gains in the minimum wage for workers.
This right, forgotten by the previous government, returned with President Lula.
And with the new rules proposed, the minimum wage will continue to rise above inflation, in a sustainable way and within the new fiscal rule.
To ensure they reach those who really need them, we will improve the control mechanisms that were dismantled during the previous period.
Fraud and distortions delay assistance to those who most need it.
For military pensions, we will promote greater equality by instituting a minimum age for reserve status and limiting the transfer of pensions, in addition to other adjustments.
These are fair and necessary changes.
To serve the families that need it most, the salary bonus will be guaranteed to those earning up to R$ 2,640.
This amount will be adjusted for inflation in coming years and will become permanent when it corresponds to one and a half minimum wages.
The measures also combat privileges incompatible with the principle of equality.
We will correct excesses and ensure that all public agents are subject to the constitutional cap.
Together with the Supreme Federal Tribunal and the National Congress, we have improved the budget rules.
The total amount of parliamentary amendments will grow below the limit set by fiscal rules.
Moreover, 50% of committee amendments in the Congress will be required to go to public health, reinforcing the SUS.
The measures I mentioned will generate savings of R$ 70 billion over the next two years and consolidate this government's commitment to the country's fiscal sustainability.
To guarantee the results we expect, in the event of a primary deficit, the creation, expansion or extension of tax benefits will be prohibited.
Fighting inflation... Reducing the cost of public debt and achieving lower interest rates is a central part of our humanistic approach to the economy.
Today's Brazil is no longer the Brazil that turned a blind eye to inequalities and to the difficulties of our people.
Those who earn more must contribute more, allowing us to invest in areas that transform people's lives.
