Flávio, there's a legend I wanted to check with you, that you placed first in the exam for federal judge, in the same exam as Sérgio Moro.
Is that true?
Desconhecido
There's part truth and part legend.
Desconhecido
The true part is that, indeed, I had the pleasure in 1994 of passing the federal judge exam in first place.
Desconhecido
But Moro's exam wasn't that one.
Desconhecido
Moro's exam was, I think, one or two years after mine.
Desconhecido
That idea came up and there was some doubt; later I checked.
Desconhecido
In fact, he is a little younger than me in the career, so it's... It's true in a way, exactly.
Desconhecido
And for how long did you serve as a judge?
Desconhecido
Twelve years.
Desconhecido
Twelve fairly intense years, from 1994 until 2006.
Desconhecido
I served on the bench in Maranhão and in Brasília.
Desconhecido
I worked at the Federal Regional Court of the First Region.
Desconhecido
And when I left the career, I was secretary-general of the National Council of Justice.
Desconhecido
That was the last one.
Desconhecido
I helped establish the CNJ.
Desconhecido
Oh, really?
Desconhecido
Did you take part in the reform?
Desconhecido
The reform, Amendment 45.
Desconhecido
I helped to approve Amendment 45; I had been president of the National Association of Federal Judges and I worked very strongly toward the approval of the judiciary reform, which had been launched by an amendment signed by Hélio Bicudo, José de Seu, José Genuíno and several parliamentarians at the time from the PT, who spearheaded it right at the start.
Desconhecido
In 1992, and after, therefore, 13 years of processing, this amendment was approved, creating the CNJ, and I worked on the implementation of the National Council of Justice until I left the career.
Desconhecido
And then, after that?
Desconhecido
Then I ran for federal deputy; I was elected in 2006 with the PCdoB, and I served four years on the Chamber of Deputies' Constitution and Justice Committee, so I remained tied to the legal field.
Desconhecido
So there was a certain continuity between that role as a federal judge and as a federal deputy.
Desconhecido
In 2010 I ran for governor, I lost the election and later I was elected twice, in 2014 and 2018.
You even served in the federal government; you even held positions...
Desconhecido
Yes, when I was defeated in the election for governor in 2010—I came in second—I was invited by President Dilma to chair Embratur.
Desconhecido
And I chaired it for three years in President Dilma's first administration.
Desconhecido
That was also a very positive, very good experience.
Desconhecido
And with that I completed, in a certain sense, the development of a broader view of State affairs, because I served in the Judiciary, in the Legislature and in the Executive, successively.
Desconhecido
Therefore, when I took office as governor in 2015, I arrived with that very important, very useful experience,
Desconhecido
for the day-to-day conduct of government affairs.
Well, we're going to try here to talk a little about your experience across all those stages of your life, all very rich from the point of view of public management and results.
And I'll start with being a judge, because I think we're living in a moment that, for those listening to us, it is important to hear from a judge.
Therefore, you have a commitment to the career, a commitment to the magistracy.
You honored the magistracy and have respect for it; I'd like to know a little better what your understanding is of the moment we're living through.
And I ask the following question.
It's normal for a judge to be right and to err.
It's part of a judge's life.
Obviously we expect them to be right much more often than they are wrong.
