The State today has balanced accounts; we have paid past debts, we have the capacity to invest, and we have a better future thanks to the fiscal adjustment.
So the adjustment helps us to have the capacity to invest.
We have a program we created to keep young people in school: a grant for young people from vulnerable families so they stay in school and do not drop out.
There was no school uniform program; the State began providing full school uniforms to all 700,000 students in the public school system.
The State had no housing program of its own.
It has started a program that will deliver more than 20,000 homes in Rio Grande do Sul.

We are a State that provides tax refunds to low-income families.
This is also unprecedented in Brazil.

The federal government, unfortunately, insists on making this a dispute between the fiscal adjustment and social programs.
And what we clearly show is that when we have balanced budgets, we take better care of people.
Unless Brazil embraces this understanding, it will deepen this deficit, and that will reduce the possibility of a better future for our country.
