Well, first of all, good afternoon.
Good afternoon to all those watching us on CNN.
Tainá, it's a pleasure to also be here with you.
Daniel.
Uribe, well, your question is important because, first, spending review is a constitutional obligation.
We are taking care of the Brazilian people's money and we must do so with diligence, efficiency, and quality; after all, it is a wealthy country that still has a very poor population.
So we have public policies that need to be delivered immediately to the Brazilian population, but the budget is finite.
And Brazil already has one of the highest tax rates in the world, one of the highest tax burdens in the world.
So how do we make the money go further for people?
It's important — I always like to talk about the economy in a very simple way, because it's a way for people to understand what we are doing.
By doing the homework of taking good care of the Brazilian people's money.
So, since I took over the ministry and from the first day, and it was President Lula's directive, he gave me carte blanche.
Carte blanche in that sense was to analyze possible fraud, possible errors, and waste in public policies.
Where I have one ministry that has a public policy and another that does the same thing?
Is there overlap?
Because of this overlap, is there any public policy that I am failing to implement and thereby failing to serve people?
Parallel to that... We created for the first time in history a secretariat — the Secretariat for the Evaluation of Public Policies.
So, every year we release the so-called 'color reports', which are the results of studies that the team... that a team from planning alone, involving Casa Civil, involving the Ministry of Management and Innovation — we, across four ministries through CEMAP, analyze public policies.
It's efficient; it has to continue.
Objectively.
Regarding Bolsa Família, we have two data points.
The first is — and to end the myth — that Bolsa Família... causes unemployment, meaning that people do not seek work because they have Bolsa Família.
That is not true and the study shows this; that is, Bolsa Família is a relevant social program, important and one that has economic impact.
This means, including participation in GDP; it helps stimulate the economy, including in Brazil's smallest municipalities.
Now, alongside this, what we observe is that, since the pandemic, due to the floor being R$ 600 for the single beneficiary, because of this, at times we find that Bolsa Família, at its current level, in a way encourages informality.
It's not that it is the main factor of informality.
There are many reasons for informality.
So, this is an important finding.
Ah, it's a finding that, in some way, diminishes the importance of Bolsa Família.
Quite the opposite.
