    I wanted in this opening remark... to begin by thanking everyone for the contributions that were presented to our Government Program group.

    Contributions that came from SEMAD, from PT, that came from Rede, from PV, from PCdoB, from PSB, all the parties that are part of this alliance around our dear... future governor Fernando Haddad.

    I will not prolong my remarks here, because we will have a long list of people who will speak on various topics.

    So, first of all, I just want to say that what we have sought to do up to this point was to systematize all these proposals.

    They are proposals that, for the most part, converge strongly on some fundamental aspects.

    I will here... just list these fundamental aspects.

    First, there is the strengthening and reconstitution of the State Secretariat for the Environment, which is a proposal that already, with the right of all of us, with us working on everything, is absolutely fundamental.

    And the idea is that it be a strong Secretariat for the Environment, with water resources, with feíro, with açavespe.

    In other words, a secretariat that can fully perform its role in the environmental area.

    So, the transition agenda, which we are calling the ecological and climate transition, is a cross-cutting agenda.

    And it is an agenda that has great centrality in this government program.

    Another very important issue within the government program is the need for us to be able to rebuild a structure of environmental protection under public management.

    Because in recent years we have seen a series of... actions from the point of view of the Secretariat today, which is not only environment, it is infrastructure and environment, of dismantling this structure.

    With concessions of parks and concession areas that need to be, as we put it, rethought in the sense of guaranteeing the public interest.

    Another fundamental aspect that is in this proposal, that appears in several proposals and will need to be reinforced, is the idea that we must have zero deforestation in the state of São Paulo.

    And as we have discussed, probably a net surplus of green areas.

    No more deforestation, the State of São Paulo has already deforested everything it could and then some, so very little remains, a little remains in Vale da Ribeira, a little remains in Serra do Mar, and we can carry out a process of reforestation of areas that were deforested and this can generate, and that is why São Paulo can be an example for Brazil and for the world, a state, a place, that will produce a net positive outcome on deforestation.

    We cannot, for example today, think about the proposal to universalize basic sanitation in the state of São Paulo without thinking about the urbanization of precarious settlements and favelas.

    So, I have a very strong relationship with the urban issue, with the housing issue, but there is an obvious interface with the environmental issue, in several respects.

    In relation to this we also have to prepare for the issue of water scarcity.

    It is clearly diagnosed that we will have new cycles and moments of water scarcity, and therefore the whole discussion of water resources plays a very important role in the government program.

    Above all, we have issues of finance and financial protection, the very issue of reforestation.

    thousands are directly linked to the issue of water and, obviously, within this theme we have to face a problem which is how to confront scarcity.
