We'd been taken by surprise at Carnival, right at the start of the government, and then that tragedy struck.
It's very sad to be out in the middle of the night with people, with people there pulling bodies from the rubble, pulling out relatives.
That's something that shocks you.
And over that time, we were trying to help people, sometimes not really knowing what to do, because, again, anyone who thinks you know what to do in difficult situations is mistaken.
Anyone who thinks you have a mental model for everything is mistaken.
When we arrived there, we saw a municipal team, didn't we, Reinaldinho?
Doing their utmost.
Reinaldinho was there, he was the vice-mayor of São Sebastião at the time, completely covered in mud, up to his head.
And the people watching, and suddenly we grab the map and start figuring out how to begin, where to start.
Why?
You couldn't get there by car, you couldn't get there by helicopter, you couldn't get there by sea — the sea had a swell and siltation, so you couldn't operate helicopters, you couldn't go by land; there were more than 20 roadblocks.
