I know that here in Brazil, every week, actually every day, there's a different scandal of corruption, of crime, of injustice.
But, man, we can't just ignore it and carry on with life.
We can't.
And another thing, I'm not talking here about elections, about whether you like me or my party.
Pay attention to what's happening.
Five perpetrators of this crime were identified, four of whom are minors.
That is, these four sons of the devil here in Brazil, under the law, don't commit a crime.
They commit a juvenile offense.
Do you know what will happen to these adolescents?
Those who raped two children can be detained for a maximum of 3 years, or until they turn 18.
After that, they'll return to society among us as if nothing had happened.

That was back in 2003, so it's been 23 years.
And even after that emblematic case, Brazil still hasn't taken a measure to solve this.

A Paraná survey this year showed that 77% of Brazilians are in favor of lowering the age of criminal responsibility.
In other words, this isn't an isolated agenda of one politician or one party.
It's the will of the population.
Brazilians can't stand suffering at the hands of these criminals any longer.
And the political system is content to... pretend this doesn't exist.
The whole world, man, has already been taking measures, while the left here in Brazil — and it really is the left, because just check how PT has voted on this proposal over the years —

Not only that, but working to avoid lowering the age of criminal responsibility.
Meanwhile, in England, criminal responsibility begins at 10 years old.
In France, full criminal majority is at 18 years old, but an adolescent, from 13 years old, can already be held criminally responsible and serve a prison sentence.
In Germany and Italy, it's 14 years.
In other words, the world has already understood that protecting doesn't mean coddling.
