    This seminar is very important because it deals with two important issues for us: the whole social question, of social rights here in our State, and policies to combat hunger.

    Policies that need to reach the populations — the populations that live on the margins, always living on the margins — and the policies that need to be created: public assistance policies as a right, not as a favor; policies that can guarantee the dignity of the human person.

    This stems, on one hand, from being the richest State in the country, from being the State with the largest GDP in the country — one third of the national GDP — but it still concentrates a very large band of poverty and many, thousands and millions of people still underserved.

    In fact, of the 33 million Brazilian men and women who go hungry, 2.5 million are here in the State of São Paulo.
