For us to talk about public security, it can't be a guy who just has opinions.
I'm certain that we have to make changes to four criminal laws.
The penal law, which is the Brazilian Penal Code, the criminal procedure law, the law on the execution of sentences, and the Statute of the Child and Adolescent.
We have to amend, regulate and modernize those four laws very quickly.
The law on the execution of sentences must be revised — temporary release.
Prisoners shouldn't have temporary release, prisoners shouldn't have an incarceration benefit, prisoners shouldn't have conjugal visits.
So for those differences, it's the law on the execution of sentences that needs to be modernized, updated — it has to be done.
And, regarding your question, the Statute of the Child and Adolescent.
This has become a factory now.
So organized crime recruits minors to use them.
Knowing of your status as a minor, you won't be prosecuted; that is, you'll be detained and given a socio-educational measure and you won't serve any of it.
And when you turn 18, everything is erased and your record is clean again.
There's another example: 17 years old, the guy is sentenced to 3 years; at 21 he has finished it and starts all over again.
So, it's a law that doesn't have its effectiveness.
It has lost its effectiveness.
It no longer benefits either the protected party, which is the minor, or society, which is the one that made the law.
So, this has to be reviewed immediately.
