Mr. President, just to greet Your Excellency and to greet the Governor of the State of Amapá, congratulating him on the initiative.

I saw Your Excellency's statement regarding this issue of the energy price increase in the State of Amapá, and Your Excellency makes a timely appeal, because when we approved here Provisional Measure 1,300, which I also followed and participated in, an amendment was approved there that had precisely that objective.

The same appeal that Your Excellency made regarding the State of Amapá I also made regarding the State of Rondônia, because of the increase that is coming, which is a heavy increase, at a time of financial difficulties for our states, and the Legislature, by approving this provisional measure here, created that condition — in the case of UBP, the Use of Public Asset — whereby the advance of that revenue can be used to mitigate the impact of those increases.
