But when you go to fill up the car at the pump, nothing has changed.

But there is another company, called BR Distribuidora.
Until Bolsonaro's government, Petrobras had several arms that it coordinated.
BR Distribuidora was a public company linked to Petrobras until 2019.

What does this have to do with the price of gasoline you pay at the pump?
Because what defines the price of fuel is not only the price Petrobras sells at the refinery.
There are intermediaries, the gas stations.
Just to give you an example, the refinery price today for a liter of gasoline is R$ 2.85.
In June, it was lowered again by Petrobras by 6%.
Twelve cents.
You know how much got through?
Four cents.
One third.
Because this reduction, instead of reaching the consumer, is being pocketed by the distributors.
One of them, BR Distribuidora, which is now private.
When BR Distribuidora was public, it was an instrument the government had to guarantee fuel price reductions.
This market is monopolized, practically monopolized.
There are three companies that control fuel distribution in Brazil.
Shell, Ipiranga... And the other, which was BR Distribuidora, which is now Vibra Energia after the privatization.
BR Distribuidora had 30% of gas stations in Brazil, more than 8,000.
All those you see with the Petrobras flag, the BR flag at the station and such, used to be BR Distribuidora stations.
And then, until the privatization, the government had a mechanism to ensure that price reductions reached all of us.
Because BR Distribuidora... lowered its price.
And then, if Shell or Ipiranga wanted to pocket it, they'd have to sell gasoline at a higher price and, due to competition, everyone would buy from BR Distribuidora, at Petrobras stations.
Now, with the privatization, the three companies collude, make an agreement, and do not pass this gasoline price reduction on to the consumer.
What happens because of this?
The price reduction by the Lula government, which over the last two and a half years has been 17% in the price of gasoline, is going into the pockets of the three distribution monopolists.
