These factories have the incentive that already existed.

All the incentives already existed before I took office.

I never created an incentive during my administration.

You may be saying they came because of the tax incentive.

The State gave them an incentive.

So I ask, did the State lose out or is it gaining?

If you say that the State should have received 300 and is only receiving 200, then you're saying it's losing.

Now I say, if the factory hadn't come, we wouldn't be receiving anything; we'd be at zero.
