The area I have a real passion for — I'm a professor of urban planning at the Faculty of Architecture — and I feel this is one of the ways to improve the lives of those who need to study, for example, without charging them, and in doing so without compromising fiscal responsibility.

Today we began a new phase in the reconstruction of the Vale do Taquari, with works that will transform areas affected by the 2024 floods into safer, more resilient spaces prepared for the future. In Cruzeiro do Sul, we signed the commencement orders for the Passo de Estrela Memorial Ecological Park, the new Passo de Estrela neighborhood, and the new bridge over the Taquari River. The Passo de Estrela Memorial Park will transform the approximately 267,000 m² of the former neighborhood, devastated by the floods, into a space for remembrance, social interaction and preservation. With an investment of R$ 48.5 million and nature-based solutions, the park will give room to the river during high water without putting lives at risk and without allowing the area to be reoccupied for housing. At the same time, construction begins on the New Passo de Estrela, a new neighborhood in a safe area, away from the river, with 324 residential lots, 150 of them with houses and another 174 lots for the construction of homes. This is an investment of R$ 82.4 million, including complete infrastructure, leisure areas and spaces for services and public facilities. Two other housing developments in Cruzeiro do Sul are also advancing: São Gabriel II, with 97 homes, and Zagonel, with another 35. This is reconstruction guaranteeing new housing in safe locations with adequate infrastructure for the families who lost their homes. This is the first urban reorganization measure foreseen in the Integrated Urban Requalification Plan of the Vale do Taquari (PIR), which will requalify risk areas in nine municipalities of the region. We are also beginning construction of the new Ponte dos Vales over the Taquari River, between Estrela and Cruzeiro do Sul, with an investment of R$ 288.58 million. These are works that turn the reconstruction planning into reality.

So, this statesmanlike vision, this long-term vision of the future, of having strategic planning in public security, strategic planning in infrastructure, strategic planning in health, in education.

The transformation and strengthening of security in Alvorada do not stop. Today we signed the order to begin construction of the city's Public Security Complex, which has left behind the stigma of suffering imposed on its population by crime to become a symbol of the decline in crime in RS, with reductions of more than 80% in homicides and vehicle robberies. R$ 35.4 million will be invested by the State in a modern facility that will expand the presence of the public authorities in a strategic area of the municipality. The new complex will bring together, in a single space, the 24th Battalion of @brigadamilitar_, the 1st District Police Station and the Homicide and Protection of Persons Police Station of @policiacivilrs. This integration strengthens joint work among the security forces, speeds up the exchange of information and makes police operations even more efficient. We are also investing in better working conditions for our public servants, with infrastructure designed to improve the delivery of services and provide the population with more modern, dignified and effective assistance. This project is part of RS Seguro and adds to the investments of the Integrated Urban Project (PUI) Umbu, bringing more security, urban development and opportunities to the community. This is how we build lasting peace: with the presence of the State, planning and investments that transform people's lives.
