Tarcisio: When the PEC was sent to Congress proposing changes to the 1988 Constitution, especially in articles 21, 23, 24 and 144, saying that the objective was to strengthen the national coordination of the public security police, we perceived right away, Ronaldo Caiano, that the PEC was cosmetic.
Tarcisio: that it would not solve the problems.
Because, in fact, simply what it was doing, deputy Mendonça Filho, was elevating to the status of a constitutional amendment what is already provided in the single law, in the law of the unified public security system, the SUSP law.
Tarcisio: This means that the Brazilian State is admitting that the SUSP law did not take hold, that the SUSP law failed.
Tarcisio: And then... It's a classic in Brazil: if the SUSP law failed, I have to elevate this to constitutional status to try to give it stature, to try to make it stick.
