Tarcisio: In one of São Paulo's most beautiful postcards, the city center was being taken over by neglect.
Tarcisio: I always knew that it was not enough to push the problem from one street to another.
It was necessary to shelter those who needed treatment, to know them by name, to learn the history of those who lived here for years, victims of those traffickers.
Tarcisio: And for that we opened the HUB, a reception and screening center and also more than 40 therapeutic homes.
