Sérgio Moro: First, I would like to praise both the bill coming from the Chamber of Deputies and the amendments made here in the Senate.
Sérgio Moro: Indeed, Rio de Janeiro is experiencing a surreal situation in terms of public security.
Of course there is a problem throughout the entire country, but we have areas there that are territorially dominated by organized crime, which is not so common, fortunately, in the rest of Brazilian cities.
Sérgio Moro: It's clear that it's not only in Rio de Janeiro, but this highlights the vulnerability.
Sérgio Moro: And those citizens who find themselves in these areas dominated by the drug trade end up, in practice, being abandoned by the State, living under a state of exception, under the yoke of traffickers and criminals of the worst kind.
