State-owned Copasa... to do a simple project sometimes took two years.
Romeu Zema: Copasa, now private, might do it in less than six months.
Romeu Zema: Because a state company, you know, those following us here may not know, has to carry out a public tender, publish a notice, and that's time-consuming.
