Marcos Rogério: So, I commend Your Excellency for scheduling these two items of the Environmental Licensing Law.
Marcos Rogério: Brazil needs this. We have more than 5,000 works stalled in Brazil, public works stalled in Brazil, because of the bottlenecks related to licensing.
And I repeat, Mr. President, what the National Congress did, with the plural participation of Congress members from the opposition and from the government's base, in approving this matter.
Marcos Rogério: It was not an opposition issue; it was an issue of Parliamentarians who understand the need for Brazil to have environmental licensing legislation that is modern, current and that establishes balance.
Marcos Rogério: And that is what we are considering today.
