Marcos Rogério: So, I commend Your Excellency for scheduling these two items of the Environmental Licensing Law.
Brazil needs this. We have more than 5,000 works stalled in Brazil, public works stalled in Brazil, because of the bottlenecks related to licensing.
Marcos Rogério: And I repeat, Mr. President, what the National Congress did, with the plural participation of Congress members from the opposition and from the government's base, in approving this matter.
Marcos Rogério: It was not an opposition issue; it was an issue of Parliamentarians who understand the need for Brazil to have environmental licensing legislation that is modern, current and that establishes balance.
