Marcos Rogério: Mr. President, first I would like to commend Your Excellency for convening this session of the National Congress to consider especially these two issues that are fundamental for Brazil, Propag and the new Environmental Licensing Law in Brazil.
Marcos Rogério: I begin by saying to the Plenary and to Brazil that the Environmental Licensing Law, the new Environmental Licensing Law, is not an issue of government supporters and opposition members.
This is a matter for Brazil. This is a matter for Brazil.
Marcos Rogério: We are reaching an understanding here regarding one point, which is the LAE point, because the provisional measure presented brings aspects that improve what the Congress had overwhelmingly approved earlier, when we voted on the Licensing Law.
Marcos Rogério: So, here we are asking for the postponement of consideration of these vetoes, from 32 to 38, because next week, in the agreement made with the former Minister, our Senator, Leader Tereza Cristina, and with Zé Vitor, who is our rapporteur on the matter, that provisional measure, in a Leaders' agreement, will be considered by the Committee, the Chamber of Deputies and the Senate.
