Marcos Rogério: Mr. President, first I would like to commend Your Excellency for convening this session of the National Congress to consider especially these two issues that are fundamental for Brazil, Propag and the new Environmental Licensing Law in Brazil.
I begin by saying to the Plenary and to Brazil that the Environmental Licensing Law, the new Environmental Licensing Law, is not an issue of government supporters and opposition members.
Marcos Rogério: This is a matter for Brazil. This is a matter for Brazil.
Marcos Rogério: We are reaching an understanding here regarding one point, which is the LAE point, because the provisional measure presented brings aspects that improve what the Congress had overwhelmingly approved earlier, when we voted on the Licensing Law.
