Marcos Rogério: It is limited to modifying the general rule of budgetary and financial execution by expanding the hypotheses of expenditures not subject to limitations on commitment and financial movement.
Marcos Rogério: From the material standpoint, the proposal is compatible with the Federal Constitution.
The proposed amendment does not constitute an innovation incompatible with the Brazilian fiscal regime, since art. 9, §2, of the Fiscal Responsibility Law already foresees cases of expenditures exempted from the limitation on commitments.
Marcos Rogério: The bill, therefore, does not set aside fiscal responsibility, but adjusts its instruments to the institutional nature of the federal regulatory agencies, whose activities require stability, predictability and operational continuity.
Marcos Rogério: On the merits, PLP 73, of 2025, is convenient and timely.
