Kim Kataguiri: First of all, today we already have a public transport market that is an oligopoly — and I say this not only in my State of São Paulo, but I am sure this is a reality across Brazil — often dominated by organized crime.
The PCC is one of the largest entrepreneurs and operators of bus lines in the State of São Paulo and in Brazil.
Kim Kataguiri: And, unfortunately, the project ends up further rigidifying the existing structure and benefiting those who already operate public transport today, instead of opening space for new actors to enter the market or, moreover, strengthening the oversight and control institutions so that this type of organized crime activity in public transport ceases to exist.
Kim Kataguiri: Another point I need to stress refers to the weakening of the authorization model currently used by ANTT.
